Con ello se alude a su aplicación a la gestión (“resolución”, según algunos de los citados autores) de procesos de producción material o simbólica. No hay institución, en el sentido también sociológico de la palabra, que carezca de tecnologías porque la propia institucionalización de las organizaciones define procedimientos y rutinas que organizan, condicionan y reglan sus prácticas. Las decisiones tecnológicas son generalmente guiadas por fuera de la lógica racional y de la planificación expresa sobre medios y fines y, por ello, resulta tan interesante su estudio, porque constituyen una expresión del “sentido común” de las instituciones más allá de sus postulados normativos. Conocer las decisiones tecnológicas que toman las organizaciones de medios audiovisuales sin fines de lucro es el objetivo central de la investigación realizada en el marco del subsidio UBACyT por parte del grupo que elaboró el presente libro. Los autores son investigadores formados y en formación relacionados con la Cátedra del Seminario Taller de Introducción a la Informática, la Telemática y el Procesamiento de Datos de la Licenciatura en Ciencias de la Comunicación de la Facultad de Ciencias Sociales de la Universidad de Buenos Aires. El estudio realizado tuvo un carácter exploratorio y entendió a las organizaciones de medios sin fines de lucro (tal la denominación que adopta la ley audiovisual y que no es objeto del presente texto problematizar) como espacios de construcción de grupos sociales emergentes en demandas y necesidades de información que oxigenan, en muchos casos a partir de la canalización de voces de actores específicos, un espacio mayor fundamentalmente gestionado con lógica mercantil. Conocer la realidad y los problemas de este sector resulta fundamental para comprender parte de la esencia de la comunicación en el presente. Los casos Barricada TV, Urbana Tevé, Construir TV, FM La Tribu, FM Boedo, Radio Sur, y FM En Tránsito permiten reflexionar sobre las tendencias del sector comunitario de los medios que oxigena la comunicación en la zona metropolitana de Buenos Aires y presenta problemas y respuestas que dan cuenta del estado presente de desarrollo del sector así como de sus desafíos a futuro.
